Nightpro Preq3 stereo mic preamp with airband EQ

Nightpro Preq3 stereo mic preamp with airband EQ - doesn't power on. Have a feeling the power supply decoupling caps needs replacing, not certain though. No power cord or paperwork. Please see all pics for best description. Been packed away for a long time.
